Claude is a Professor of Economics and Public Policy at Hebrew University’s School of Public Policy. Prior to joining Hebrew University, he was a Professor of Economics in the Pardee RAND Graduate School, an Economist at RAND, and a Visiting Associate Professor of Economics at UCLA. In 2011 he was appointed the head of the Executive Master Program in Public Policy (ExMPP) at Hebrew University, a position he held till 2019. Between 2015 and 2018 Claude was also the Deputy Director General, the Director of Research, and the Labor Policy program chair at the Taub Center for social policy studies in Israel. During his sabbatical in 2019 Claude was the Israel Institute Visiting Professor at Princeton University’s School of Public and International Affairs (SPIA).  

Claude’s terrorism and counterterrorism research has been extensively cited and published in top Economics, Public Policy and Political Science academic journals, such as, the American Political Science Review, Defence and Peace Economics, Economica, the Journal of Conflict Resolution, the Journal of Economic Perspectives, the Journal of Politics and Public Choice among others. His research has been featured in top seller publications such as superfreakonomics as well as in leading academic textbooks. He contributed to several defense and security related books including to Social Science for Counterterrorism: Putting the Pieces Together, to Dilemmas of Intervention: Social Science for Stabilization and Reconstruction, to the Economics of Terrorism. And he co-authored the book, Predicting Suicide Attacks.

Claude’s broader research agenda addresses major public policy concerns related to security, economics, and politics as well as other topical issues. In recent years Claude's studies spanned policy issues related to the labor markets (as well as future labor markets), the Israeli economy, national socio-economic strategic planning, public economics, political economy, as well as other individual-level micro-economics behaviors. Claude’s research has been featured extensively in media outlets such as the ABC News, the Atlantic Monthly, Christian Science Monitor, CNN fortune, the Daily Times, the Daily Tribune, the Economist, the Financial Times, Foreign Policy, the Jerusalem Post, the Los Angeles Times, the New-York Times, Newsweek, the Observer, the Wall Street Journal, and the Washington Post to mention a few among many others.

Claude received a Ph.D. in economics from Princeton University in 2005. He holds B.A. and MA degrees in economics, both Summa Cum Laude, an MBA in finance Magna Cum Laude from the Hebrew University, and a second Masters degree in Applied Microeconomics from Princeton University.
